Course leaders: Nigel Foster
One term (15 units)

This and European Union Law 1 (EU1) are designed to fulfil the foundations of European Union law requirements of an English and Welsh qualifying law degree. The course is taught by 3 1-hour lectures per week and in tutorials groups of 4 to 7 students, who will be assigned to a 1-hour slot each week over 8 weeks. Attendance at each tutorial is compulsory and an attendance record will be kept.

The lecture schedule will be broadly as follows:

  • Introductory lecture and re-cap on EU1
  • The Preliminary Ruling procedure (Art 234 EC) (2 Lectures)
  • The Direct Actions: Arts 226, 230 and 288 EC (7 lectures)
  • The Internal Market and the Free Movement of Goods (6 lectures)
  • The Free Movement of Persons and the development of European Union citizenship (5 lectures)

  • Tutorial 2: Art 226 Action
  • Tutorial 3: Art 230 Action
  • Tutorial 4: Art 228 Action
  • Tutorial 5: Free Movement of Goods 1: The Internal Market and Tariff Barriers
  • Tutorial 6: Free Movement of Goods 2: Non-tariff Barriers
  • Tutorial 7: Free Movement of Workers
  • Tutorial 8: European Citizenship
Assessment

There will be two formative essays set during the year for submission (roughly) in weeks 5 and 8 (1 essay type, 1 problem type). Written work will be submitted as an email attachment.

The course will be examined at the end by a traditional 2-hour unseen exam. Copies of Foster, Blackstone's EC legislation may be taken into the examination.
